The shift ignores the year: +19 days means 19 days later in the calendar. ISO weeks run Monday to Sunday. Moon-based: future dates are expected, and official announcements can differ by a day. Dates: Turkey's official calendar, from the holidays package; other countries can differ by a day.
The Islamic calendar follows the moon: its year is about 354 days, so Eid comes about 11 days earlier every year, crosses into the previous month every two to three years, and goes all the way round the calendar in about 33 years.
When a holiday or the days around it change month, one month looks better and another worse against the year before, even if nothing about the business changed.
